财政部PPP中心主任 焦小平在亚太地区PPP和基础设施融资联络网首次活动上的致辞

女士们、先生们:

 

 大家上午好!非常高兴参加亚太地区PPP和基础设施融资联络网首次会议,首先请允许我代表财政部PPP工作领导小组办公室、PPP中心对各位来到中国、来到贵阳参加此次会议表示热烈欢迎!借此机会我想与大家分享三方面观点:

 

一、建立亚太地区PPP联络网将会加速亚太地区基础设施发展

 

 基础设施投资不足是亚太地区大部分发展中国家实现可持续发展的主要障碍。据统计,为有效支持联合国2030年可持续发展议程,亚太地区需在2016至2030年间在基础设施领域投资26万亿美元,占亚太地区年均GDP的6%左右,考虑到建设气候友好型基础设施成本等因素,这一比例还要再高2个百分点。

 

 联合国亚太经社会(UNESCAP)召开亚太地区PPP和基础设施融资联络网首次会议,就是希望增进交流,深化认识,加强合作,促进亚太地区基础设施建设。2017年4月,财政部PPP中心应邀参加UNESCAP在泰国曼谷组织召开的第四次亚太发展融资高级别对话会议期间,建议UNESCAP发挥领导者作用,牵头建立亚太地区PPP合作联络网,推广运用PPP模式,加快区域基础设施发展。今年5月,UNESCAP第七十四届会议正式授权秘书处开展亚太地区PPP和基础设施融资联络网建设工作。

 

 我们希望联络网能够发挥三方面作用:一是加强区域内PPP知识和经验分享,更好运用PPP这一创新工具,发挥政府和市场两种资源的作用,促进当地经济发展;二是建立亚太地区PPP项目信息平台,开发PPP项目库,共享潜在项目信息,吸引私营部门参与,拓宽项目融资渠道;三是加强政策协调,建立区域性开放的PPP大市场,便利贸易与投资,深入开展产业合作,促进区域协同发展。

 

二、PPP是实现2030年可持续发展目标的重要工具

 

 亚太地区是当今世界最具经济活力和发展潜力的地区,是世界经济增长的重要推动力。亚太地区基础设施整体仍相对薄弱,融资缺口很大,已成为制约亚太地区可持续发展的重要因素。

 

 仅靠公共部门资源难以满足亚太地区巨大的基础设施发展需求。在传统政府供给模式下,基础设施存在重建设轻运营,重投入轻绩效,基础设施投资成本高、运营效率低,财政支出负担高,公共产品和服务的供给和质量不稳定等问题。

 

 PPP模式是一种以市场机制为主导的创新的、充分利用政府市场两种资源、以提质增效为目标的公共产品供给模式。PPP是政府市场合作的创新解决方案,既能解决基础设施供给不足,又能提高供给质量和效率。

 

三、共商共建共享亚太PPP大市场

 

 中国从2013年开始了新一轮PPP改革,PPP市场得到很大发展,积累了一些经验。截至2018年7月末,全国PPP综合信息平台管理库项目累计7,867个、计划总投资额11.8万亿元人民币,覆盖19个行业。累计落地项目3,812个、投资额6.1万亿元人民币,落地率达48.5%。世行发布的2018年度《PPP基础设施采购报告》对中国PPP制度和实践给予高度评价。《报告》对全球135个经济体的PPP项目准备、项目采购、合同管理和社会资本发起项目四个方面进行打分,中国得分处于全球中上水平。

 

 中国的实践证明,PPP为转型的发展中国家提供了一种创新发展模式。贵州省的PPP发展就是一个鲜活例子。贵州省属于中国西部地区,经济发展相对落后,基础设施建设需求较大。通过推广PPP模式,贵州省成为西部地区第一个实现县县通高速公路的省份,促进了旅游、水利建设、农业产业、市政、教育等领域的快速发展,在减少贫困、改善民生、促进经济增长方面发挥了积极作用。截至2018年7月末,贵州省累计入库项目494个,计划投资额约1万亿元人民币;累计落地项目185个,投资额5,356亿元人民币,居全国第一。

 

 中国和亚太地区大多数国家同为发展中国家,发展阶段相似,中国愿意与各国分享PPP发展经验。中国的PPP市场是开放的,欢迎国际投资者,特别是亚太国家的投资者参与中国市场,分享我们的改革成果;同时鼓励中国企业利用PPP模式,参与亚太国家的基础设施建设和服务。

 

 “一带一路”倡议自2013年提出以来,引起越来越多国家热烈响应,共建“一带一路”正成为中国参与全球开发合作、改善全球经济治理体系、促进全球共同繁荣、推动构建人类命运共同体的中国方案。5年来,中国企业对沿线国家投资累计已超过600亿美元,创造近20万个就业岗位。UNESCAP成员国很多是“一带一路”国家,我们将坚持共商、共建、共享的原则,充分利用市场的力量,按照国际惯例,支持中国企业以PPP方式投资“一带一路”沿线国家,以合作共赢实现共同发展。

 

 女士们、先生们、朋友们!再次欢迎大家来到中国、来到贵州!在接下来的两天活动中,大家会了解到亚太不同国家PPP和基础设施发展的实践经验,看到中国进入运营的典型PPP项目,希望大家能利用此次机会充分探讨、深入交流。最后,预祝亚太地区PPP和基础设施融资联络网首次会议取得圆满成功!

Speech at the First Meeting of the Public-Private Partnership andInfrastructure Financing Network of Asia and the Pacific

DistinguishedDelegates, Ladies and Gentlemen,

Goodmorning! It’s my great pleasure to attend the First Meeting of the Public-Private Partnership and InfrastructureFinancing Network of Asia and the Pacific. On behalf of China PPP Center ofMinistry of Finance, I would like to extend warm welcome to all of you who havecome a long way to China for the great meeting in Guiyang. I would like to takethis opportunity to share with you my three points:

 

First, establishing PPP and InfrastructureFinancing Network will accelerate the infrastructure development in Asia-Pacific.

Insufficientinfrastructure investment has been a major obstacle for most developingcountries in the region to achieve sustainable development. Statistics show that,in order to effectively support the UN 2030 SDGs Agenda, total investment of 26trillion US dollars should be placed in the infrastructure sector by 2030 inAsia-Pacific, accounting for 6% of region’s average annual GDP. If taken thecost of climate-friendly infrastructure into consideration, the rate would be 2%higher.

Byholding this meeting, UNESCAP provides us an opportunity to enhancecommunication, deepen consensus, strengthen cooperation and improveinfrastructure development. In April 2017, at the 4th High-Level Dialogue on Financing for Development in Asiaand the Pacific in Bangkok,Thailand, China PPP Center proposed that UNESCAP should take the leading rolein establishing a regional PPP network, which could help promote theapplication of PPP model and accelerate the region’s infrastructuredevelopment. After just one year, the 74thSession of UNESCAP hasauthorized the UNESCAP secretariat to develop the PPP and Infrastructure Financing Network of Asia and the Pacific. Here I’d like to express my heartfelt thanks to Mr. Hamza Malik and histeam. Without their great efforts, there wouldn’t be our today’s gathering.

Wehope the network could play an important role in three aspects: First, enhance regional PPP knowledgeand experience exchanges. Through the network, countries in the region couldmake better use of PPP model as an innovative tool to combine government andmarket resource for boosting local development. Second,establish an information platform and database for PPPprojects in Asia-Pacific for all interested parties, attracting private investorsand maximizing financing. Third, enhancepolicy coordination to build an open regional PPP market, promoting investment,industrial cooperation and common development within the region.

 

Second, PPP is an importantinstrument to achieve the United Nations 2030 Sustainable Development Goals.

TheAsia-Pacific has become the most vigorous region in the world with huge economicpotential, and the most important driver of global growth. Yet, we must recognizethere’s a gap in investment, which has become critical constraining factors forthe region’s sustainable growth.

Publicsector funding alone cannot meet the gap. In the traditional government-supplymodel, infrastructure projects commonly put more emphasis on construction overoperation and investment over performance, resulting in high investment cost,low operational efficiency and heavy fiscal burden.

PPPmodel, as a market-oriented and efficient supply model of public goods, notonly addresses the problem of supply shortage, but also improves quality.

 

Third, we jointly build the grandPPP market in Asia-Pacific through win-win cooperation.

In2013, China kicked-off a new round of reform, a unified PPP market has been expandingremarkably. As of July 2018, there are 7,867 PPP projects listed in China’s National PPP Integrated InformationPlatform with total planned investment of 11.8 trillion RMB, covering 19industry sectors. Among them, 3,812 projects with total investment of 6.1trillion RMB have reached the financial close, with a rate of 48.5%. The ProcuringInfrastructure PPPs2018 Report published by theWorld Bank shows, among the 135 economies, China’s institutional framework and practiceof PPP ranks upper-middle globally interms of Project Preparation, Project Procurement, PPP Contract Managementand Unsolicited Proposals.

China’s PPP practices proved that PPP model is aninnovative development model for developing countries in institutiontransformation. The PPP development in Guizhou province is a vivid example. Guizhouused to be an underdeveloped province in China with huge shortage ofinfrastructure. Through PPP model, Guizhou has realized that every county hasaccess to expressway. Tourism, water conservancy, agriculture, city development,education sectors etc. have made rapid progress as well. PPP model played a bigrole for Guizhou’s growth, poverty reduction and improvement of people’s livelihood.As ofJuly 2018, 185 projects with total investmentof 535.6 billion RMB have reached the financial close.

China, as a developing country, is in the similardevelopment stage as most countries in the region, and also willing to shareits PPP experiences. China’s PPP market is open to international investors,especially to the Asia-Pacific countries. We also encourage Chinese enterprisesto invest in Asia-Pacific region through PPP model.

The Belt and Road Initiative, as a global commondevelopment model to build a community of shared future for mankind, was putforward in 2013. Chinese enterprises have invested over 60 billion US dollarsin BRI countries, creating about 200 thousand jobs, and most infrastructureprojects are delivered with PPP model. Many member states of UNESCAP are alsocountries alongside the Belt and Road, and we will support Chinese enterprises touse PPP model to invest in those countries.

Ladiesand gentlemen, dear friends! Once again, I’d like to extend my warmest welcome toall of you here. In the next two days, I hope we’ll make fruitful andimpressive achievements, and set up a friendship network. Lastly, I wish the meetinga complete success! Wish you a joyful stay in Guiyang!
